FinCEN Targets Huione: North Korea Crypto Laundering Crackdown

The US Treasury Department’s Financial Crimes Enforcement Network (FinCEN) is proposing a rule to block Cambodia-based Huione Group from the US financial system. This action, taken under Section 311 of the USA PATRIOT Act, designates Huione as a primary money laundering concern due to its alleged involvement in laundering over $4 billion in illicit crypto funds, including funds linked to the North Korean Lazarus Group. Huione allegedly facilitated laundering for various cybercrimes, offering services like crypto exchanges, online payment processing, and a marketplace (Haowang) providing tools for cybercriminals. The group’s recent launch of its own stablecoin is seen as an attempt to bypass regulatory scrutiny and increase transactional anonymity. The Treasury alleges Huione’s activities pose a significant national security risk. This move aims to disrupt Huione’s ability to launder money and send a message to similar groups. The UN Office on Drugs and Crime has also highlighted Haowang’s role in supporting cybercriminal infrastructure. While the US hopes this action will deter future illicit activity, the UN warns that similar groups are emerging in Southeast Asia. A 30-day public comment period is open for FinCEN’s proposed rule, and the Treasury will continue collaborating internationally to combat crypto-related financial crime. The proposed ban underscores the growing global concern over the use of cryptocurrency in illicit activities and the efforts to combat them.
