Vietnam’s NDAChain: A National Blockchain for Data Security
Vietnam has launched NDAChain, a national blockchain network designed to bolster data security and government efficiency. Developed by the National Data Association and overseen by the Ministry of Public Security, this hybrid blockchain system uses a Proof-of-Authority consensus mechanism, allowing only vetted nodes to validate transactions. This permissioned approach, combined with Zero-Knowledge Proofs, ensures data privacy while maintaining authenticity. The network boasts a transaction processing speed of 1,200-3,600 transactions per second, enabling swift verification in e-government, logistics, and other sectors. NDAChain incorporates NDA DID for digital identity verification, integrating with Vietnam’s existing VNeID system, and NDATrace for end-to-end product tracking using GS1 and EBSI Trace standards. These features facilitate secure online identity verification and streamline supply chain management. Nguyen Huy, Head of Technology at the National Data Association, highlights NDAChain as a protective layer for Vietnam’s digital infrastructure, scalable to accommodate growing data volumes. The system’s phased rollout includes full integration with the National Data Center by December 31, 2025, followed by expansion to local agencies and universities in 2026. Future plans involve developing industry-specific Layer 2 applications, such as identity wallets, counterfeit prevention systems, and digital notaries, all built on the NDAChain foundation. This initiative aligns with Vietnam’s National Blockchain Strategy and the new law on the Digital Technology Industry, recognizing digital assets as of June 2025. While offering enhanced security and efficiency, potential risks associated with a centralized system, such as single points of failure and potential for abuse, warrant consideration. The long-term success of NDAChain hinges on its ability to maintain balance between security, privacy, and accessibility.
